Essential Duties and Accountabilities:

Human Resources Administration

Provide onboarding for new employees on their first day of work. Collect all required new hire paperwork and enter information into HRIS software. Create and maintain compliance of employee personnel files.

Conduct thorough background, motor vehicle, child abuse, FBI fingerprinting and all required clearances and screenings on new hires and annual requirements. Ensure compliance with relevant laws and regulations, maintain records, and prepare findings for SVP/CAO review.

Responsible for maintenance of employee files and records in accordance with EEOC guidelines and state and federal regulations. Ensures filing is processed appropriately and in a timely manner.

Participate in salary surveys with third party vendors, Feeding America and support for the NAR report.

Provide necessary reports for allocation/billing charges.

Attend on-going training to stay current in Human Resources issues and ensure compliance with federal and state regulations that may affect employee benefits.

Process all Unemployment and Workman’s Compensation claims.

As needed, provide back-up to the Harrisburg Receptionist by covering the Front Desk, processing the mail, applying postage to mailings, and other miscellaneous administrative duties.

In coordination with the WE Team and Human Resources department, perform duties of the United Way liaison for the annual campaign.

Maintain personnel files and HR documentation including HRIS employee records.

Assist with performance evaluation process.

Support employee engagement initiatives.

Plan, organize, and prepare for Board of Director meetings and develop official meeting transcripts.

Assist in developing a Board Information Portal; manage the SharePoint Board Portal once completed.

Maintain Conflict of Interest, Confidentiality documentation, and other yearly tasks.

Perform other duties and tasks as assigned.

Payroll Administration

Serve as the designated backup for payroll processing during the absence of the primary payroll administrator.

Review employee timecards for completeness and accuracy and follow up with supervisors regarding missing punches, exceptions, or discrepancies.

Monitor and assist managers with timely approval of employee timecards in the timekeeping system.

Ensure all employee timecards receive the appropriate supervisory approval prior to payroll processing.

Review timekeeping reports for missed punches, overtime, paid leave, holiday pay, shift differentials, and other payroll exceptions.

Enter and verify approved payroll changes, including new hires, terminations, transfers, pay rate changes, and approved payroll adjustments, as assigned.

Process approved leave balances, including PTO, sick leave, bereavement leave, jury duty, military leave, and other paid and unpaid leave.

Assist in auditing payroll reports to ensure compliance with federal and state wage and hour laws and organizational policies.

Maintain confidentiality of employee payroll, compensation, and personnel information.

Respond to employee payroll-related questions and assist in resolving payroll discrepancies.

Maintain payroll records and supporting documentation in accordance with record retention requirements.

Assist with year-end payroll activities, including W-2 preparation, payroll reconciliations, and payroll audits, as assigned.

Benefits Administration

Provide benefit administration for new hires, active employees, and terminated employees. Answer or follow up on questions related to benefits offered to employees and their dependents; interpret rules, regulations, and policies regarding benefit programs.

Provide daily benefits processing, to include enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships and compliance testing.

Gather employee data and manage the processing of monthly billings and invoicing for payment for all group plans.

Administer, schedule and lead open enrollment benefit meetings collaboratively with the benefits broker.

Design and distribute materials for benefits orientations, open enrollments and summary plan descriptions. Provide training and support for employees.

Ensure the accuracy and integrity of all benefits enrollments and HIPAA-compliant paperwork in the HRIS to provide vendors with accurate eligibility information.

Ensure all plans are in compliance with the applicable provisions of COBRA, HIPAA, and ERISA.

Assist employees regarding benefit claim issues and plan updates and life event changes.

Distribute all benefits enrollment materials and determine eligibility.

Respond to benefits inquiries from all employees on plan provisions, benefits enrollments, status changes, and other general inquiries.

Process and administer all leave-of-absence requests and disability paperwork: medical, personal, short- and long-term disability, and FMLA.

Effectively interpret FMLA and ADA implications as they relate to leave of absences and disabilities.

Ensure employees are advised of any changes in benefit policies and procedures.

Determine employee benefit interests by conducting employee surveys, forming action teams and analyzing responses.

Explain employee benefits by conducting meetings, preparing written and graphic announcements, presentations, and explanations, and responding to requests for information.

Maintain employee confidence by keeping benefit information confidential.

Collaborate with other members of the HR Team to drive recruitment and retention strategies through the deployment of benefits programs that adhere to best practices and ensure the Food Bank’s competitive position in talent acquisition.

In coordination with the Finance Department, assist with preparing, collecting, and organizing data and documents for the benefit plan audits.

Compliance & Risk Management

Ensure compliance with federal and state employment laws.

Maintain confidentiality of employee information.

Assist with audits and reporting.

Support policy implementation and updates.

Maintain required employment and benefit records.

Assist with workers’ compensation administration.

Support unemployment claim responses.

Other Administrative Duties

Participate in HR projects and strategic initiatives

Cross-train with other HR team members.

Perform additional duties as assigned.

Education and Experience:

Education:

Bachelor’s Degree in Business or Human Resources related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

CEBS, CMS, or GBA certification a plus

SHRM Certified Professional (SHRM-CP) credential preferred.

Experience:

Minimum of three (3) years administering benefit programs.

Minimum of three (3) years in a generalist position.

Skilled in effectively communicating with a wide variety of audiences.

Knowledge, Skills, and Abilities:

Knowledge of organization’s computer software and systems, including Microsoft Office Suite, department-specific software systems, telecommunications, and internet applications.

Strong knowledge of COBRA, HIPAA, ERISA requirements, employee benefits and applicable laws.

Knowledge of legal and regulatory environment related to Human Resources and benefits.

Ability to attend departmental and all staff meetings as directed, staying informed of ongoing changes in department and overall organization.

Participate in internal committees and working groups as required.

Ability to operate standard office equipment used in performing only the essential functions, including a computer and related equipment, photocopier, fax machine, and telephone.

Ability to function with limited direction and meet assigned deadlines.

Ability to remain flexible and handle multiple priorities.

Sensitivity to confidential matters and information is critical.

Supervisory Responsibilities: None.

Physical Requirements or Licenses:

Due to the nature of this position, the majority of hours worked will be at our Harrisburg location, along with other locations as needed or at the discretion of the SVP/Chief Administration Officer.

Must have a valid driver’s license with a history of a good driving record.

Ability to travel that may include consecutive overnight stays, and traveling by car, bus, and airplane.

Prolonged periods of sitting at a desk and working on a computer.

Conditions may include working outside in inclement weather, working closely with others, working alone, and working protracted or irregular hours.

Must be able to occasionally lift or move up to 15 pounds.

The work environment is typically quiet.
