New Feeding America poll reveals deep concern over shutdown’s impact on hunger and food access

November 7, 2025

As families across the country face missed paychecks and disrupted SNAP benefits, new polling from Feeding America reveals overwhelming public concern for people impacted by the shutdown.

“Across the country, communities are feeling the real, human impact the shutdown is having on their neighbors and communities,” said Linda Nageotte, president and chief operating officer at Feeding America. “Families, seniors, veterans and people with disabilities are showing strength through the hardship, and their communities are standing beside them—giving their time and money, and advocating so no one faces hunger alone.”

According to the poll, conducted by PerryUndem from October 31 to November 2, 2025:

  • 72% of Americans are concerned about the shutdown.
  • 73% believe “a lot of people” are being negatively affected.
  • 71% are worried about the government’s ability to pay SNAP benefits.
  • Majorities say the continued shutdown will likely increase hunger (77%), drive more people to food banks (91%) and force families to skip meals (83%) or choose less healthy foods (85%).
  • 79% think lawmakers should act to ensure the Supplemental Nutrition Assistance Program (SNAP) benefits continue during the shutdown.

As more families reach out for help amid the uncertainty, food banks are doing all they can to meet the growing need, purchasing nearly 325% more food through Feeding America’s Grocery Purchase Program during the week of October 27 than they did a year earlier.

“There are steps being taken to fully fund SNAP for November and while it provides some relief, so many people have faced impossible choices as they wait for benefits and missed paychecks,” said Nageotte. “Leaders must act quickly to end the shutdown so people can move forward with dignity and stability.”

Survey Methodology:
Conducted online with 1,021 U.S. adults using the Ipsos KnowledgePanel®. Margin of error: ±3.1 percentage points.
