As higher prices for food and fuel along with changes to nutrition programs make it harder for families to access the food they need, food banks continue to see high demand for assistance. Feeding America is encouraged by the progress represented by the Senate farm bill proposal so far and urges lawmakers to find additional opportunities to further reinforce federal nutrition programs and the farm safety net as farm bill conversations move forward.
The Senate proposal would give all states one additional year to prepare for the new Supplemental Nutrition Assistance Program (SNAP) benefit cost-sharing requirements and improve their payment error rates. States and counties have requested additional flexibility as they work to implement changes to the program while maintaining SNAP access for eligible families.
We also appreciate this bill’s additional investment in The Emergency Food Assistance Program (TEFAP), which would provide a much-needed influx of food to the food bank network while supporting American farmers. Food banks have experienced a 30% decline in TEFAP food over recent years, with an additional 25% decline projected for fiscal year 2026, even as more people seek vital food assistance.
People facing hunger, food banks and farmers across the country are all feeling the strain of higher prices and economic uncertainty. We urge Congress to help meet this moment and stabilize the nation’s food system for the people who depend on it by continuing to work toward passage of a bipartisan farm bill that provides more time for states to adapt to SNAP changes, strengthens TEFAP, supports farmers and local communities, and helps ensure enough nutritious food is on every table in America.
