Starting Pay: $64,600-$80,750
POSITION SUMMARY:

The HSE (Health, Safety, and Environment) Manager oversees the Houston Food Bank’s (HFB) health, safety, environment, and emergency operations. This role provides directional leadership for standards for safety, as well as develops and manages the: 1) Occupational Safety and Health Administration (OSHA) Compliance programs, 2) First Responder programs, 3) Incident Investigations, 4) Emergency Response Plans and drills, 6) Environmental Compliance, 7) General Safety, 8) Training requirements for all such programs, and 9) HSE Orientation Programs. This role develops and maintains working relationships and lines of communication with local and state emergency management personnel and other organizations involved in disaster relief and recovery. During emergencies, this role seeks resources as needed, helps manage donations, and serves as a resource to local government and Voluntary Organizations Active in Disasters (VOAD) partners.

ESSENTIAL JOB FUNCTIONS:

Ensures all HSE related functions and programs meet or exceed regulatory compliance expectations.
Promotes safety awareness, accident prevention, and employee involvement in regard to a safe work environment.
Ensures employees, contractors and vendors have an understanding of the safety expectations of the organization.
Oversees OSHA compliance, record-keeping compliance, personal protective equipment selection, and conducts compliance audits at HFB facilities.
Participates and supports all audits related to areas of responsibility.
Recommends, develops, and implements new approaches, programs, procedures, and training to effectively improve the efficiency of the departments and services performed.
Furnishes, analyzes, and interprets data on safety concerns to leadership, as necessary.
Develops, updates, and follows a written Handbook and Training Manual, including standard operating procedures (SOPs) for areas of responsibility.
Develops and oversees the creation and delivery of training, Continuity of Operations, and mock exercises to prepare the food bank to effectively respond during emergencies.
Collaborates with Benefits on all work-related injuries.
Supports reasonable suspicion drug testing policies in accordance with established guidelines.
Supports the Feeding America network in emergency situations and serves as a subject matter expert in continuity of operations.
Serves as a liaison by building strong relationships with key disaster stakeholders, groups, committees, organizations, and agencies, including serving as a leader, gathering and presenting food bank updates, and providing pertinent information to food bank Incident Command Structure team.
Equips all HFB department’s leadership and designees with the proper guidance and training to prepare, respond, and recover from an emergency, including supporting departments with Continuity of Operations plan, providing opportunities for National Incident Management System (NIMS) and Incident Command System (ICS) training for HFB Leadership.
Attends disaster related conferences as participant, trainer, monitor, and/or presenter.
Provides annual tabletop exercises for leadership team, leads the committee on service priorities, and serves as subject matter expert for the food bank and network.
During disaster response, supports, attends meetings, provides feedback, including guiding Incident Command Structure team meetings to ensure continuity of operations, ensuring Disaster Policy and Continuity of Operations plans are followed, ensuring HFB is fulfilling Memorandums of Understanding (MOUs).
Partners with Accounting to ensure departments are properly documenting expenditures and time related to disasters for possible reimbursement.
Serves as primary contact for resource audits and Public Assistance reimbursement process related to disasters following a disaster, facilitates after action sessions and reports.

SUPERVISORY RESPONSIBILITIES:

Manages one (1) or more functions by providing guidance and/or oversight to employees and/or contractors. Develops and maintains roles, responsibilities, and expectations. Practices performance management in support of employee development, and perform administrative duties associated with being a people manager. Responsibilities include interviewing, planning, assigning, directing work, and resolving problems. Responsibilities also include sponsoring and participating in and/or supporting project teams sponsored by other management team members.

QUALIFICATIONS:

Education/Experience:

Bachelor's degree from an accredited four-year college or university
3-5 years of experience in OSHA, Environmental Protection Agency (EPA), and Safety Management System implementation is preferred
3-5 years of experience in emergency management or disaster response
Prior training and experience with Resource Conservation and Recovery Act (RCRA), OSHA 10/30 General Industry, OSHA 511/501
Proficient knowledge of Occupational Safety and Environmental Regulation
Workers’ Compensation experience preferred
Certificates, Licenses, and Registrations:

Must have reliable transportation, a valid driver’s license, and insurance
Occupational Hygiene and Safety Technician (OHST) or Associate Safety Professionals (ASP) certification or ability and willingness to become certified within 2 years strongly preferred
HAZWOPER 24 certification required within first 90-days of employment / 40 strongly preferred
Member of the American Society of Safety Engineers preferred

PHYSICAL REQUIREMENTS:

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While the job is generally performed in an enclosed office environment, the employee is occasionally exposed to wet and/or humid conditions, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).

TRAVEL REQUIRED:

Travel is required for this position (up to 10% of the time and on a domestic basis within our 18-county service area).

This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
