Position Summary:

The Philabundance Chief People Officer (CPO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of succession planning, talent management, change and risk management, benefit selection and administration, rewards, organizational development, and performance management. In addition, the CPO role has leadership responsibilities for the Philabundance Community Kitchen (PCK), the organization’s workforce development program and meal production and catering operation.

Job responsibilities

Primary Responsibilities:

• Oversee the administration of HR including planning, setting priorities for culture, compliance, headcount management, personnel supervision and evaluation, organizational structure, and service quality.
• Oversee the Philabundance Community Kitchen (PCK), a workforce development program and meal production and catering operation, ensuring effectiveness and compliance of the program operations.
• Provide leadership and direction to enhance individual and unit performance and collaborative work environment.
• Jointly oversee management of all payroll functions. Works closely with Finance and ensures confidentiality of information.
• Oversee HR operations and management, including compensation, benefits, talent management, performance management, staffing and employee development, policies, record retention, etc.
• Develop and administer all HR strategies, policies, and procedures. Develop metrics and standards for tracking impact and reporting back to organizational leaders.
• Monitor legal compliance with State, Federal and local employment laws. Respond appropriately to employee relations issues including conducting investigations; attend unemployment hearings and liaison with outside attorneys.
• Advise leaders with administering proper employee corrective action and ensure consistent interpretation/application of policies and procedures.
• Prepare all HR reporting, including internal personnel reports, state, and federal reporting and annual 5500’s for benefit plans in conjunction with Finance.
• Work in coordination with internal and external trainers on employee development programs.
• Design, administer and modify the performance and talent management programs for the organization.
• Plan events and programs supporting employee engagement, staff morale, and cohesion.
• Implement other performance-enhancing initiatives that directly support strategic business goals.
• Researches, develops, recommends, and executes creative strategies to foster the organization diversity goals.
• Work with department leaders to assess staffing needs that meet strategic goals and objectives.
• Manage staffing process for both full-time and part-time positions.
• Update, administer, and maintain the Wage & Salary program and its policies and procedures.
• Provide oversight for company 403b plan and its annual audit in conjunction with the finance department.
• Administer the company health plan. Provide leadership in establishing and reviewing benefits and programs to evaluate their effectiveness and economic feasibility. Negotiate health plan rates and coverage with support from the CFO and CEO.
• Interact with organization’s insurance broker/carriers for employee/volunteer related incidents.
• Interact with outside providers and consultants to help align the HR strategy to the organization’s goals.
• Oversee workers’ compensation program, participate in Safety Committee.
• Maintain the HR department budget. Aid in developing compensation and benefits budgets and in maintaining budgetary controls.
• Manage the organization’s legal, audit, insurance, and other external relationships in support of organizational goals.
• Prepare and present written and verbal reports to board members, funders, and public stakeholders.
• Responsible for supporting and aligning with Philabundance cultural pillars. Ensure communications, actions, and interactions reflect a focus on People, Professionalism, Partnerships, and Progress.

Application qualifications

Education Achievement:

• Minimum of Education or experience equal to a bachelor’s degree, minimum of 8 years direct executive leadership in Human Resources, Legal or related field.
• SHRM Certification highly preferred

Work Experience:

• Minimum of 10 years in a nonprofit or corporate role aligned with leadership role. Experience in Human Resources role highly preferred.
• Minimum of 5 years of dedicated leadership responsibilities, direct reports, or similar role at executive level of responsibilities and decision making.
• Previous experience working with a diverse cross section of teams. Ability to function as a liaison, intermediary and point person for an executive, related department activity.
• Experience creating detailed and accurate complex reports, including financials, investments, strategic goals, and company status.
• Successfully established metrics, on time delivery support, partner satisfaction and efficiencies within standard operating procedures (SOP).

Required Skills and Abilities:

• Strong ability to effectively review process and balance needs, budget, effective flow, and accountability.
• Proven ability to inspire results through a multi-tier organization, and successfully influence and educate the topic of food insecurity, public policy as it relates to our neighbors in need and support through communication and events. Lead by example management style.
• Excellent knowledge of data analysis, risk management and forecasting methods
• Exceptional Project management skills. This includes the ability to plan projects, delegate tasks and monitor project timelines and exceed or meet deadlines.
• Exceptional change management skills: clear vision and strategy, employee engagement, process improvement, data-driven decision making.
• Demonstrated proficiency in developing and sustaining effective working relationships with all levels of management, peers, and subordinates.
• Experience working with senior management and reporting to a Board of Directors.
• Demonstrate cognitive ability to: provide direction as well as follow directions and routines, work independently with appropriate judgment, read words and numbers, concentrate, memorize, recall, identify logical connections and determine sequence of response, process proactively and identify near and long-term future needs as well as evaluate problems and escalate/inform management as is necessary.
• Perform office tasks using simple hand grasp, fine hand manipulation, and reach associated with assigned tasks such as keying.
